O trabalho "Science Education in the USA During the Cold War" apresenta os resultados iniciais do doutorado de Felipe Lopez (bolsista FAPESP), do Programa Interunidades em Ensino de Ciências, sob a orientação do Prof. Cristiano Mattos.

O doutorado visa compreender as condições socioculturais-históricas que levaram à criação do Physical Sciences Study Committee (PSSC), um projeto de ensino desenvolvido nos EUA no final dos anos 1950 e adotado em vários países, incluindo o Brasil nos anos 1960. Nesta fase inicial, examinamos como as relações econômicas e políticas influenciaram o ensino de ciências nos EUA na década de 1950. Observou-se que o governo dos Estados Unidos abordou o ensino de ciências de três maneiras: inicialmente, como um elemento secundário frente à Guerra da Coreia; em seguida, as relações entre o ensino de ciências tornaram-se cruciais para o desenvolvimento econômico e, por fim, após o lançamento do satélite soviético Sputnik I, o ensino de ciências foi considerado uma tema de segurança nacional, resultando em um aumento do financiamento para mudanças curriculares no ensino médio de física, química, biologia e matemática.

Há uma relação conhecida entre o lançamento do Sputnik I e o aumento do financiamento do PSSC, porém, os discursos do presidente dos EUA (D. Eisenhower), após o evento, surpreendem, pois, vinculavam o ensino de ciências diretamente à segurança nacional, principalmente, devido às informações de que os soviéticos estavam superando, em quantidade quanto em qualidade, formação de cientistas nos EUA. 

É comum que a área de ensino de ciências seja considerada secundária ou irrelevante, como ocorreu nos EUA no início dos anos 1950. Os problemas decorrentes dessa subestimação são diversos, incluindo a falta de formação de professores qualificados, o que impacta na falta de interesse dos estudantes do ensino médio pela carreira científica. Apesar do PSSC ter sido liderado por renomados físicos do MIT, como Jerrold Zacharias e Francis Friedman, o comitê contou com a participação de pedagogos, psicólogos e professores da educação básica para desenvolver um currículo apropriado. 

A principal fonte de dados deste trabalho foram os “Relatórios Econômicos do Presidente” redigidos durante a década de 1950. São relatório obrigatórios desde 1946, quando pretendiam evitar novas recessões no pós-guerra. Ao longo da pandemia, todos os documentos foram acessados de forma online nos sites governamentais, que disponibiliza um enorme acervo histórico como, por exemplo, todas as legislações estadunidenses desde 1789 digitalizadas estão disponíveis no site da biblioteca do congresso dos EUA.

A próxima etapa desta investigação está sendo concluída e será publicada em breve. Agora examinamos os problemas educacionais do ponto de vista de pesquisadores e autoridades governamentais. Reconhecemos que os problemas no ensino de ciências foram identificados desde 1945, mas a solução definitiva só foi iniciada com a criação do PSSC em 1956. Em suma, estamos investigamos os obstáculos que impediram a ação governamental anterior e se algum evento desempenhou papel catalisador na mudança educacional e na criação do PSSC.
